Bake the cake as per package instructions. Once cooled, poke holes over the cake using a fork.
Dissolve jello in boiling water, add cold water, and pour over the cake. Chill for at least 3 hours.
Mix pudding with milk until thick, fold in whipped topping, and frost the cake.
Garnish with mandarin oranges and mint sprigs before serving.
Notes

The cake absorbs more flavor as it chills, ideally overnight. For a vibrant touch, add fresh orange zest to the pudding mix.
